Thanks to Illinois’ winner-take-all system for drawing up legislative district maps, more than half of the candidates on the ballot for General Assembly seats next month have no opponent. With Democrat-designed districts neatly carved into friendly territory for one party or the other, the mapmakers essentially decide the makeup of the legislature. Rebooting this process in favor of voters, not incumbents or parties, must be Job 1 for rebooting government in Illinois.
